In an interview last week, Perle said the administration's big mistake was occupying the country rather than creating an interim Iraqi government led by a coalition of exile groups to take over after Hussein was toppled. "If I had known that the U.S. was going to essentially establish an occupation, then I'd say, 'Let's not do it,' " and instead find another way to target Hussein, Perle said. "It was a foolish thing to do."

Perle is an asshat.  'Oh, if we had only known this, if only we had done things differently'.  

If only they hadn't made the exact wrong choice every time a choice was presented.  From lying to the public to generate popular support for the war, to completely disenfranchising the entire existing governmental structure, to collecting the weaponry of the nation and then not guarding the armory, to a lack of troops and supplies, to wildly damaging abuses of power in Iraq itself, to wildly rampant corruption and graft in the management of funds…basically, if it was possible to fuck up, THEY FUCKED IT UP.  ALL OF IT.

It wasn't one simple mistake, Perle.  It was a fucking landslide.
